ITM Hub
Creating a safer and more connected mobility ecosystem
At the center of the 21st Century Mobility Test Bed is the Integrated Transportation Management Hub (ITM Hub), a prototype system designed to connect public agencies and private mobility providers in real time. The hub supports the safe integration of connected and automated vehicles, unmanned aerial systems and emerging mobility services.
What is the itm hub?
The ITM Hub is a shared platform that links transportation agencies, emergency responders, transit operators, and automated fleets so they can exchange information, coordinate operations, and improve safety for all road users.
It brings together:
- Highway and signal operations
- Public transit
- Fire, police, and emergency management
- Special events and weather operations
- Vulnerable road users (VRUs)
- Automated trucks, delivery vehicles, rideshare services
- UAS operations
- Larger regional hubs and smaller local hubs

How the ITM Hub is Being Developed
Concept of Operations (ConOps)
- Defines participants, data needs, communication and cybersecurity.
- Creates a scalable model for small to mid-sized communities.
- Developed with input from agencies, industry and mobility partners.
Prototype ITM Hub
- Built and operated at TTI Headquarters on the RELLIS Campus.
- Connects to CAV trucks, delivery bots, UAS flights and event/weather scenarios.
- Allows hands-on testing, refinement and training.
Deployment Framework
- Provides guidance for scalable and affordable implementation.
- Covers equipment, staffing and virtual/in-person operations.
- Supports communities with workshops and integration planning.

The ITM Hub will help ensure that automated technologies operate safely and efficiently by working with public agencies rather than independently of them. It provides a model that can be replicated across Texas and beyond, especially in areas without large transportation management centers.
